Absolutely yes- they are trying to re-set the path- one of continuing slow decline where they wriggle out of their responsibilities and legal commitments. By holding the purse strings and giving us the run around they can keep as running round in circles instead of progressing the objectives in the London Plan, plans for nature reserve and regional Park.
The longer they delay, the less wildlife, the less value the site has, the more de-motivated people get and the further they can mission drift and profit from exploiting this area.
To be fair, destroying peoples spirits and destroying nature is how most corporations work (some good ones out there too) so nothing too unique about them- just they are not going to get away with it round here without a fight.
